I have changed the thread, needle, bobbin, changed the tension and anything else i could think of and no luck. There are scratches on the bobbin case. Then consider the thread itself.

I do not know if that is true, but cotton definitely has a shelf life for machine embroidery. It's brand new, i shouldn't have to change anything. The advice i was given is to use 80/12 topstitch needles (i use 75/11 if i'm making lace), really cuts down on the friction.
